Rinse the moong dal thoroughly and soak it in water for at least four hours. Drain the water completely before blending.

Add soaked moong dal and measured water to a blender. Blend until a smooth, pourable batter forms with no visible grains remaining.

Transfer the batter to a bowl.

Add onion, green chili, salt, and cumin seeds.
